GENERAL INFORMATION FOR HORSEMEN
When stalls have been allotted they are for horses owned or trained by the person to whom they are assigned. No owner nor trainer shall be permitted to share stalls with another without the consent of The Meadowlands. Any violation of this regulation may result in the offending person being asked to remove his horses from the grounds.
As stalls are at a premium it must be clearly understood that any not used revert to The Meadowlands. Other horsemen are waiting.
Any horse entered in a race who is not stabled on the grounds of The Meadowlands must be in the Receiving Barn at 5:00 PM. on the day of the race. This is imperative, in order to comply with the regulations covering examination by the track veterinarian. BY ORDER OF THE STEWARDS
Acceptance of stall space or entry of a horse in a race in connection with The Meadowlands meet constitutes an agreement by the trainer and owner to all the terms and conditions of The Meadowlands current stall application, whether or not the application is signed.
SCRATCHING A HORSE FROM AN OVERNIGHTRule 7:03 of the New Jersey Racing Commission, which was endorsed by the National Association of Racing Commissioners, provides as follows: "No horse shall be scratched from an overnight race without the approval of the Stewards." In administering this rule, it is the policy to first consider infirm horses and, in case of muddy or off track, those having had bowed tendons or otherwise incapacitated from running on an off track, and in all cases horses which are scratched for cause. Where a draw becomes necessary, those held in are determined by a public drawing or shaking. Where there is a specific cause or reason for the scratch, please note same on Scratch Card, so that the Veterinarians may examine the horse, if so ordered. Rule 8:02 of the New Jersey Racing Commission provides: Weight allowance must be claimed at the time of entry, and shall not be abandoned after the posting of entries except by consent of THE STEWARDS.
PUBLISHED WORKOUTSRule 6:56 of the New Jersey Racing Commission states that a horse which has not raced in 30 days must have a published workout prior to race. Workouts following the entry of a horse shall appear in the official daily program.
SAFETY VESTS & HELMETS ARE REQUIRED FOR ALL JOCKEYS, EXERCISE RIDERS & PONY PEOPLE WHILE ON THE MAIN TRACK AND THE EXERCISE TRACKCOMPENSATION INSURANCE
Rule 3:41. All TRAINERS shall carry compensation insurance covering their employees. This paragraph is intended to include all individuals employed by trainers in the training and racing of horses. All concessionaires shall carry compensation insurance covering all their employees.
TURF COURSE RULESThe TURF COURSE WILL BE OPEN for the training of horses under the following conditions (WEATHER PERMITTING): TUESDAYS (ONLY) - 9:30 A.M. to 10:00 A.M. Trainers must secure permission from the Racing Secretary or his assistant and submit signed pass with the name of horse to the TURF GATE ATTENDANT.
No ponies permitted on the turf course
Only horses intending to start in turf stakes are permitted
to train on the turf course
No caulked shoes allowed on the turf course.
Your cooperation is urgently requested. It's a long meet and we would like to preserve the course.
TEMPORARY OWNERS LICENCSE13:70-4.14 Temporary Application Where in the case of extenuating circumstances an owner may be unavailable to complete the license application, permission may be granted by the Racing Commission for the horses of said owner to be entered. The trainer for the owner in question will be required to promptly fill out a temporary application and pay all license fees. (In the absence of said trainer his assistant may complete the necessary forms.)
TURNDOWNSThe use of turndowns or turned down heels are prohibited at all New Jersey tracks due to safety concerns.
WORKOUTS13:70-6.54 First time starter
(a) No first time starters will be allowed to enter without a published workout.(b) It shall be the trainers responsibility to see that all first time starters in their care have a published workout.
Trainers desiring to work horses out after the finish of a race must obtain permission from the Stewards or the Paddock Judge.
SUBSTITUTE COLORSA horse may not race in substitute colors more than once, except with special permission from the Stewards. Trainers failing to have correct colors in the jockeys room will be subject to a fine.
FALSE OR MISLEADING STATEMENTS14:04 No person shall make false or misleading statements to the Stewards, in the course of an investigation.
HEALTH CERTIFICATESAll horses (including ponies) shipping to Meadowlands from outside the State of New Jersey are required to have health certificates issued within a ten day period immediately preceding the date of arrival.
APPEARANCE OF GROOMS & PONY RIDERSAll grooms should be neatly dressed when taking horses to the paddock. Pony riders taking horses to the post must wear proper attire and keep their mounts well groomed and their tack clean.
IMMIGRATION RULESAll employers must comply with the Immigration Reform & Control Act of 1986. In brief the law says that you should hire only American citizens and aliens who are authorized to work in the United States. You will need to verify employment eligibility of anyone hired after November 6, 1986.
