The following horses will not be eligible to race or stable at the Meadowlands:
A. Three-year-olds and upward which have not finished first, second, third or fourth for the value of $4,000 or more since starting for a value of less than $4,000. (Optional and starter races will be considered as claiming races.)
B. All maidens which have not finished second, third or fourth for a value of $7,000 or more since starting for a value of less than $7,000.
C. Races won at Hunt Meetings will not be considered when determining eligibility or weight allowances.
D. Starter races will be considered as claiming races when determining eligibility.
E. Attention Horsemen: The State Bred clause on allowance races is exclusive of stakes. Any horse that has won a State Bred stakes will have it counted as an open company allowance win.
NJRC RULES ON ENTRIES
6:03. For all races, the Racing Secretary is the person authorized to receive entries and declarations.
6:11. The nominations or entries of any person, or the transfer of any nomination or entry, may be cancelled or refused provided that notice and reason therefore is given to any affected person or persons.
6:13. No horse shall be allowed to start unless a Jockey Club registration certificate is on file with the Horse Identifier, and unless it has been lip tattooed; with the exception that the Stewards may, in their discretion and for good cause, waive these requirements if the horse is otherwise properly identified. However, said horse shall be tattooed thereafter within a period of time that is reasonably practical.
6:18. No horse shall be permitted to enter or start unless stabled on the grounds of the association or at a farm approved by the Commission, except with the permission of the racing secretary.
6:19. No horse shall be permitted to start whose name and true ownership is not registered with the Racing Secretary; and the entry of a horse must be in the name of its true ownership.
6:21. No horse may be entered for two races on a single day.
6:23. To compete in a race, a horse must be eligible at the time of starting that race.
6:28. No horse on the Starters, Veterinarians, or Stewards list in any racing jurisdiction shall be qualified to be entered or to start
6:31. No more than two horses of the same ownership or interest shall start in any race (except stakes). When making a double entry in the same ownership the owner or trainer must express a preference; and in no case may two horses start in the same ownership to the exclusion of a single entry.
6:39. Entries shall be closed at an advertised time, and no entry accepted thereafter. The Racing Secretary, however, may postpone closing of overnight races.
EQUIPMENT CHANGES
10:08. Permission for a horse to add blinkers to his equipment or to discontinue the use of them must be approved by the Starter before being granted by the Stewards.

PREFERRED LISTHorses which have been excluded from races shall be given a preference the next time they are entered, provided they are entered in a race of a similar distance (less than a mile, or mile or over) and within a price range of $500.00 up to $10,000. In claiming races $10,000 to $20,000 a price range of $2,500 shall be allowed. In claiming races $20,000 and above a price range of $5,000 will be allowed. Stars will be governed by Long and Short, Dirt and Turf, Maidens, Maiden Claiming, Fillies and Mares, New Jersey Breds and Allowance Races. The second half of a same owner entry will NOT receive a star.
STAR ONLY entries will be accepted only in races where there are more than 12 'non-STAR ONLY' entries. The second half of a same owner entry DOES NOT receive a star.
When a horse's name appears in the entries, other than a sweepstakes, and is entered for the following day, such entry will be given no consideration on the preferred list.
IF A CARDED TURF RACE IS TAKEN OFF THE TURF, ALL HORSES WHO RUN WILL RECEIVE A SPECIAL STAR. TURF STARS ARE RETAINED WHEN ENTERING OR RUNNING IN A DIRT RACE.
Owners/Trainers of horses that are on the preferred list must make the claim of preference at the time of entry, and the signed entry must bear the word "preferred". The Racing Secretary will consider no claims that do not comply with the above regulations.
Any owner or trainer entering a horse in a race to which it is not eligible, may be fined by the Stewards.
STAKES AND HANDICAPS
A. Turf events may be divided into a turf and/or dirt division.
B. Highweights are always preferred with age and sex allowance taken into consideration.
C. Supplementary nominations may be made at time of entry for a fee of $100.
D. The minimum listed highweight for all handicap races will be 120 lbs.
E. Winners are preferred.
TURF RACESA. In Turf races using the portable rail, races will be drawn with alternates (through post position twelve (12))
B. Winners are preferred in all turf races.
C. Horses that fit the conditions of an Allowance Race are preferred.
D. In MAIDEN SPECIAL TURF races - preference will be given to horses which have NOT started for less than $25,000 in their last three starts. In MAIDEN CLAIMING TURF races - preference will be given to horses which have NOT started for less than $20,000 in their last three starts.
E. When the portable rail is set at 20 feet or more, preference on multiple entries must be given at time of entry.
TYPES OF SHOES FOR TURF COURSE
In order to prolong usage of our turf course, we require that only inner rim/outer rim or plain shoes be worn. No caulked shoes or extended toe grabs will be allowed on the turf course.
